Course Pack: Occupational Health And Wellness Safety
Facilities Security
Course Description
This training course provides water and wastewater professionals with a comprehensive understanding of facility security regulations, infrastructure vulnerabilities, and threat-mitigation strategies. Participants will evaluate the core mandates of the America’s Water Infrastructure Act (AWIA) of 2018, including the engineering thresholds, development, and five-year recertification cycles of Risk and Resilience Assessments (RRAs) and Emergency Response Plans (ERPs). Additionally, the curriculum details actionable physical security configurations, emerging cybersecurity threat vectors, and the operational application of the Detection, Delay, and Response (DDR) framework to safeguard public health and environment-critical assets.
Learning Objectives
1) Identify AWIA 2018 Section 2013 requirements, thresholds, EPA certification, and five-year recertification cycles
2) Apply Detection, Delay, and Response (DDR) and Design Basis Threat (DBT) concepts to build layered physical security controls
3) Recognize OT/SCADA cyber threats and select controls such as segmentation and firewalls
4) Conduct a five-step gap analysis and integrate findings into an actionable E Emergency Response Plan
Agenda
1) Regulatory Compliance: AWIA 2018 mandates, system thresholds, EPA certification
2) Risk Assessment and Asset Protection: Threat identification, vulnerability indexing, and DDR-based defense-in-depth controls
3) Cybersecurity and OT Defense: SCADA threat vectors, operational impacts, and mitigation using CISA tools
4) Emergency Response Planning: Gap analysis, continuity protocols, mutual aid, and ERP improvement steps
